南开模联不忘初心，砥砺前行，始终将为各位奉献高水平的学术会议作为自己的宗旨。在此，

南开大学模拟联合国大会重新起航。我们向您发出诚挚的邀请。第一届南开大学全国模拟联合国大会（NKUMUNC 2017）拟定于2017 年11 月24 日（周五）至2017 年11 月26 日（周日）在南开大学八里台校区举行。我们真诚地邀请各位莅临暮秋金色的渤海之滨，共襄南开盛会。

南开大学成立于1919 年，是由严修、张伯苓秉承教育救国理念创办的综合性大学。1937 年校园遭侵华日军炸毁，学校南迁，与北京大学、清华大学在云南昆明合组西南联合大学，为中华民族振兴和国家富强作出了不可磨灭的重要贡献。1946 年回天津复校并改为国立。南开大学现由教育部直属，位列国家“211 工程”,“985 工程”和“2011 计划”。“渤海之滨，白河之津；汲汲骎骎，月异日新”，南开大学秉承“允公允能、日新月异”之校训，弘扬“爱国敬业、创新乐群”的光荣传统和“文以治国、理以强国、商以富国”的理念，正在向建成世界一流大学的宏伟目标阔步前进。南开大学丰厚的文化土壤和学术底蕴是南开模联蓬勃发展、不断发展的根基。

南开大学模拟联合国协会活动肇始于2005 年，2015 年正式挂靠在南开大学历史学院团委下，成为接受南开大学团委指导的注册社团。十余年来，南开模联人筚路蓝缕、不断前行，无论参会还是办会，都一丝不苟、勉力为之。不管是外出参会的获奖无数，还是主办的原“南天会”广受好评，都彰显了南开模联人严谨的态度和超凡的努力。

2017 年，南开模联人薪火相传，掀开独立办会的崭新篇章。年初的各种复杂因素，导致原定于暮春举行的第一届南开大学模拟联合国大会遗憾未能如期举行。现在，我们重新开始新的行程，我必将不负众望，努力为各位准备出一场高水准的学术盛宴。

本次会议延续之前的议题设置，除小范围进行更新和修改外，其他议题基本不会变动。无论是英文委员会的联合国区域间犯罪和司法研究所所讨论的盗梦犯罪及司法建设，还是俄日谈判的朴茨茅斯会议，或是英文历史委员会所设的联合国大会讨论二战结束后巴以分治问题，都在原有议题的基础上进行了精雕细琢的再思考与修改补充，希望能够竭尽全力为大家提供更精彩的会议体验，让代表充分享受模拟联合国的乐趣。

最后，我们再次自豪地向各位宣布，南开大学模拟联合国大会再度启程。于此，希望能够在11月的津门与您相见，共享学术盛宴。

服刑人员在社会中处于一个很难被广泛关注到的地位。他们因为自己的罪行，被依法剥夺了与外界沟通的自由。然而这也导致他们的诉求难以表达。社会普遍认为，徒刑是罪犯应得的惩戒，无论是受到了怎样的对待，都是对其罪行的惩罚和对外界的威慑。然而，服刑人员亦应得到最基本人权的保障。

日俄战争的停火意味着日本和俄国结束了军事领域的较量，然而两国在外交上的角逐则是愈演愈烈。1905 年8 月10 日-9 月5 日，日俄两国在美国的朴茨茅斯召开了一场谈判会议，旨在彻底解决两国在远东的利益纠纷，重塑日俄战争后的远东新秩序，史称“朴茨茅斯会议”。

外交是没有硝烟的战场。在长达25天的会谈中，日本外相小村寿太郎和俄国外务大臣维特都使出了浑身解数。日本在大战中初尝胜果，小村春风得意，踌躇满志，希望能施展出自己最高明的外交手段为日本赚取最大的利益；俄国虽然在战场上一蹶不振，但是维特也没有轻言失败，而是发誓要拼尽全力维护俄罗斯帝国古老的荣光。这是水与火的冲突，刀与剑的较量。在1905年的那个夏天，日本和俄国都将目光从满洲硝烟弥漫的战场转移到了太平洋彼岸的美利坚小城——朴茨茅斯。

本委员会旨在最大限度地还原一个最真实的朴茨茅斯会议。在这里，代表们可以任由自己的智慧穿越时光，回到112年前的朴茨茅斯，在那场决定了日俄乃至整个远东未来的会议中运筹帷幄、大展宏图。在这里，你们的一言一行都代表着自己的国家，影响着远东的命运。愿各位代表都能在本会场体验到模联的乐趣与外交的魅力。

Introduction:

November 29th,2011, on the International Day of Solidarity, Palestinian Rights Committee told 64 years after partition plan, ‘History once again knocking at United Nations door’. The need to resolve the Israeli-Palestinian conflict had taken on greater urgency with thehistoric transformations taking place across the region.

At the end of the 19th century, with the campaign of Zionism, millions of Jewish people moved to Palestine and had conflicts with the local Arabs afterwards. In 1920, Britain divided Palestine into the western, which was mandated by Britain, and the eastern part,with Jordan River determining its boundary. After the Second World War, in 1947, UNGA passed the 181th Resolution for the partition of Palestine, neglecting the dissenting voice from many Arabic nations and leaving problems behind. The distribution of Jerusalem, the unbalanced delimitation of population and territory between the two countries, the historical conflicts of religion, culture and nationality all caused endless conflicts in this area after more than 70 years of the Second World War.

In NKUMUNC 2017, we are going to re-hold the conference that passed 181th Resolution in 1947. Considering historical immigration and conflicts, colonial regulation, culture,religion, some realistic factors like population and resources,and also the “current” international situation after the Second World War, we sincerely hope that delegates could use your brilliant ideas to coordinate the controversy in the region of Palestine and balance complicated relations and interests.The conference has already been held in reality long before we were born. However,the chance to change the world in April is yours!

Introduction：

UNICRI is a United Nations institute under ECOSOC that supports countries worldwide in preventing crime and facilitating criminal justice. This year it is introduced as aspecial committee that discusses a new crime that is currently excited only in the movie Extraction. There will also be aboard which not only represents their countries but also the interest of the institute as a whole besides traditional delegates.

An idea is the most resilient parasite and is highly contagious. Once an idea has take hold ofthe brain, it will be come almost impossible to eradicate. From another angle, an idea that is fully formed and understood could be right in there for someone to steal. In the dream state, a person’s conscious defenses are lower and that makes his or her thought vulnerable to theft. This criminal act is called extraction and the criminals convict such crime are referred to as extractors.As time changes, a new kind of crime based on extraction (deception) appeared.It is called inception.

Inception means to plant an idea in someone’s head except of extracting and inceptors are people who perform inception. It was the military who first developed dream sharing. However, this technology has been abused by some. Our conference this year will focus on countering the crime and promoting criminal justice as mentioned. The topic at hand is, admittedly, one that may seem ambiguous and difficult not only to answer but to find a direction from which to begin addressing. On the other hand, it might be THE MOST exciting experience you would ever imagine.

主新闻中心（MPC,Main Press Center），作为联合国大会组委会的媒体运行总部，负责集中为已注册的媒体机构提供会议期间所需要的场地设施、新闻发布等服务。主新闻中心的目的，不仅在于通过信息的及时传递为模拟联合国活动营造一种更为贴近国际环境现实的氛围，而且增加了利益博弈的参与者。在会议中，国家代表将通过媒体传递自身政见与观点，媒体代表则通过评论、观察等多种形式对国家代表形成舆论压力，从而促进会议向更有效的方向发展。
